RIF is the last stop on the road to downsizing. Because it has adverse affect on employees and productivity, it is the last option an agency should pursue when reorganizing or dealing with budget cuts. There are many other options which an agency first look into rather than straight away head in to reduction in force procedures. These other options are hiring freezes, early retirement, buyouts, and directed reassignments; these all procedures should be tried before an agency resorts to RIF.
